Temperature was once a qualitative concept. Then the thermometer made it measurable — and thermodynamics became possible. Consciousness is at the same pre-measurement stage: real, recognised, discussed, but not quantified.
BFUT Paper 21 provides the measurement. The Consciousness Index (CI) gives every physical system a definite scalar number.
The CI Formula
The base CI₀ captures structural capacity:
C = 182.5283 anchors the human average CI₀ = 100. Ω(V) is the sensory bandwidth across five channels. A is the adaptive capacity. N^1.3 and K^1.2 are processing unit count and connectivity — super-linear because complexity scales non-linearly with neural count and connection density. CI_floor = 1.0 ensures no system has zero consciousness.
The effective CI applies the survival factor S:
S captures structural fitness: P (predation vulnerability), E (environmental fragility), D (disease susceptibility), I (integration efficiency). S ranges from 0 to 1. Human S = 1.0 — uniquely maximum across all 100 species in the dataset.
The Five Measurement Channels
Ω(V) is measured across five channels corresponding to the five sensing modalities of Paper 20: sensory bandwidth (range and resolution of input sensing), environmental interaction (active modification of environment), social communication (electromagnetic-channel information exchange with conspecifics), manipulation ability (controlled physical action), and internal sensing (proprioception, interoception, self-model depth).
Dataset Integrity
The 100-species dataset contains 30 consistency-check species (N solved from target CI to verify biological plausibility) and 70 genuine out-of-sample predictions (all parameters assigned independently from biological literature, no adjustment to produce a desired CI). The 70 predictions constitute the scientific content. The formula is transparent: every result traces to 13 independently assigned biological parameters, all documented and checkable.
